PERSONALITY: Joshua is like that kid who had the best grades in the class, was the smartest person in the school, knew he was the smartest person in school, and absolutely wants you to know it. He's quick-witted and sharp as a tack, and that painful metaphor applies to his personality too. He's confident-- not quite to the point of arrogance, but it certainly comes off that way. The way he speaks isn't very serious either; he's always being teasing or sarcastic throughout his week in the Game, and that combined with his intelligence and arrogance make him come off quite condescending. Not that he seems to mind. His elevated attitude isn't entirely without warrant-- like was said before, he's very intelligent, and as the Composer he's essentially the most powerful person in Shibuya, so he can back up most of his boasting (in a setting where he actually has his powers). On the outside he doesn't appear to take things very seriously or care about anything-- given all the teasing and the sarcasm and the condescension-- and on some level he is very aloof about serious situations or discussion. Ever since he became Composer he'd been dealing with death constantly, as it was his job to judge the dead souls of Shibuya, so it makes sense that individual lives and the boundary between life (the RG) and death (the UG) are a bit negligent to him, and he doesn't take the consequences of risk-taking very seriously.

Along with that levity, he treats many things like a game; he essentially makes a bet with his Conductor-- and later making a similar one with Neku-- to determine the fate of Shibuya, and refers to it as a 'game' between them. His levity and aloofness to the gravity of things give him what appears to be a bit of a cruel streak-- seeing Neku as a 'friend' on some level, but forcing him to live through three weeks of hardship with callous disregard-- though it's unlikely it's intentional. In fact, some part of him cares very deeply. The Reaper's Game, while seemingly harsh to the layman, was designed as it is in Shibuya to judge the souls of those that died, and allows truly exceptional people to excel, whether they come back to life or not. Although his game demands an entry fee, the Secret Reports unlocked in the game imply that Joshua put it in place to help the players grow, not just to torture the recently deceased. The intent seems to be to force people to live for however long they are able without what was most important to them, and help them understand the limitations of their world and help them grow as people to survive the Reaper's Game. Although by the time of the game's start this seems to be something he's lost perspective on, he possibly regains it as he watches Neku play through the three weeks of the game.

But-- above any of his arrogance, cruelty or benevolence he may or may not contain, Joshua is a deeply lonely person. It's implied he had no friends when he was still alive, nor did he seem to be very close to his parents (he mentions them only once, when giving his name). The only person he spoke to that could understand what he was going through (being able to see the UG despite being alive, and thus watching Noise erase dead people regularly with no one around him batting an eye) was Sanae Hanekoma. It is also implied that he came to the UG to participate in the Reaper's Game voluntarily, stating with grim seriousness it was better than staying with his life in the RG, before he eventually clawed his way to the top and became the Composer-- which in this case would mean death. It's unclear how he died, but he felt he had nothing to lose, and that attitude of risk-taking lasts him even in the present day.

And now, even as the Composer, the only people in the UG he's allowed to interact with is the Conductor and the Producer, both of whom seemed to care about their jobs and about Shibuya and its people more than they cared about Joshua himself. During his week with Neku he seems to share the protagonist's initial misanthropic outlook, saying that it's better to care for oneself to make it through the game, and that he feels it's impossible to understand other people. His history of isolation and status as sort of a higher being makes it hard for him to understand how people think and connect with them, and makes it feel impossible for him to open up in return. After years of watching people be selfish in and out of the game, and having no friends to speak of, it's likely lead to his inherent optimism, that let him get to the role of Composer, to decay and into pessimism and selfishness. Because he can't connect with people, it thus lends to his cruel streak in dealing with the other main characters of the game, and he only concerns himself with his own needs and desires. His unexpected friendship with Neku, as well as observing Neku's own growth over the course of three weeks, seems to have elicited a change in Joshua's own heart-- a heavily masked desire to have friends of his own, regardless of what the rules say.

Essentially, Joshua is a teenager (or at least someone with a teenage mind) given the powers of an elder god, and all the responsibility and detachment that's implied to come with the status of demigod. He lashes out and essentially throws a tantrum when he gets bored and lonely, threatening to destroy all of Shibuya-- and it's only when he forces himself to come back down to a pseudo-human existence for the weeks of the game that he actually regains his emotional maturity, and learns to maybe not wipe an entire city out of existence.

CANON POWERS: Before Joshua became the Composer at all, or even came to the Underground, he had the ability to see people, Reapers, and the Noise in the UG despite being a resident of the Realground(as the RG is considered lower on the hierarchy, this should normally be impossible). Basically, he was a kid that was able to see dead people. In his powered-down state during the events of the game, it's likely he retains this ability while he's in the RG.

Throughout the game itself, Joshua is downgraded to a weaker form-- or, his human form. However, he still has many powers thanks to be Composer of Shibuya:
-The power of telekinesis, which can be used to summon and lift things at least as big as an SUV or a vending machine, which he uses to attack, and can also be used to do more high level things, such as stop bullets mid air.
-Levitation. Like telekinesis, but just for himself.
-The ability to summon powerful, blue beams of pure energy at will, able to obliterate high-power Noise in one hit.
-He can take and give back someone's memories at will, as demonstrated with Neku regarding the memories of his death. Even in his depowered form he is stated to be able to collect "entry fees" for his games-- in his case, the one thing that is most important to a person. Unfortunately this isn't explained much beyond just memories (in the case of where it was someone's appearance, he wasn't the one that changed it, but he probably could in his full Composer form.)
-He retains the ability to give people timers, which will tick down unless a certain condition is met; if that condition isn't met, then the person will die for good once the timer hits zero. This is probably an extension of more basic Reaper powers, that he would've had before become Composer, and probably only works on people in the UG.
-Can immobilize other people at will; this likely could only apply to people with less power than him, and probably only in their specific plane of existence. He can also use this on Noise during battle.
-The ability to travel to parallel worlds of reality; this is a bit more difficult than everything else he can do, and may be on a sort of cooldown (or be much weaker, since he uses it when not at full power), as it's implied he wasn't able to get back to the main universe of the game on his own.

In addition to all the previous powers, at his full power Joshua has an array of god-like abilities to aid him in administering the game:
-He's stated to have a supertemporal sort of clairvoyance that make him seem to be omnipotent, able to see the outcome of certain events in the future. In addition, The rules of the Shibuya Underground and the Reaper's Game can change simply by his will.
-The ability to bring dead people back to life; how this works in universe is equated to coding. When someone dies, their soul is simply re-coded to a different plane of existence-- the Composer is the only one who is able to recode souls to a living state.
-As the person with the most power that normally habits the Underground plane (essentially the ghost plane, the one where the Reaper's Game is played), those with less power and those coded to lower planes are unable to perceive his form (which is basically presented as just some weird light-based form).
-The ability to do things such as take memories and change appearances, which is done as a function of the Reaper's Game.
-The ability to create Noise; which is essentially formless Soul and Imagination given a form. The obligatory JRPG monster mooks.
-He is functionally immortal; as per the conditions of Composer, it is possible to overpower and kill him, but given his perceived lack of a consistent physical form when he's at full power as well as the extent of his power, it's likely he will live forever (aka not age or get sick) until the next Composer kills him.

MAGIC ABILITY: When posing as a Player in the Reaper's Game, Joshua pretends his psych ability is telekinesis, so telekinesis shall be all he has! He will be able to lift objects with his mind within a certain distance, but at the start will only be able to move on object at a time, and it must be small enough to fit inside a breadbox.
ANY WEAPONS/MAGICAL ITEMS?: Joshua has a revolver, which-- aside from being round and hilarious looking-- is just a normal gun, with six bullet chambers. He also has a cellphone, which has all the functions of a normal cellphone, but also has some special modifications so that it can a) track the Conductor's Imagination (long story), and b) take pictures of the past, only three times a day. Both those features are basically magic though, so it's pretty much just a normal cellphone.
